Project Background

Madison Elementary was built in 1949, making it the oldest northside school in the district. It accommodates more special education programs than any other northside school, but space constraints require these and other programs to be housed in five portable buildings. The current school has surpassed its practical lifespan, and has issues with efficiency, functionality, and security. Building a new, two-story structure on the same footprint as the existing school would provide room for all programs.

Madison is adjacent to Franklin Park, which needs field improvements and other enhancements for public use. The combined sites and facilities provide an opportunity to create a publicly accessible, multi-use recreational facility that meets the community’s needs during and after school hours.

SPS and Parks will jointly develop a public recreation center co-located with a new Madison, which will include space for Boys & Girls Club of Spokane County programming, on Franklin Park land.

Additionally, Spokane Hoopfest, and Pacific Northwest Qualifier have signed letters of intent to invest in the facility, bringing costs down for taxpayers while improving the overall project scope.

Project Status

Funding for this project was included in the voter-approved 2025 SPS bond and 2025 Parks levy.

In early 2026, SPS and Parks worked together to explore opportunities to access more space for the school placement and discussed sports complex enhancement options for this partner project.

Capital Projects staff also met with Madison administration and staff to discuss potential timelines during the project.

In April 2026, Capital Projects will submit for a Progressive Design Build (PDB) delivery method model. This Alternative Contracting Method (ACM) must be approved by the Washington State Department of Enterprise Services Project Review Committee. Following approval, Capital Projects will recommend a Design-Build Team for the project by September 2026.
